I ask the question “what is the opposite of security?” whenever I discuss matters of cyber security, because it is important to remember that we are trying to do our jobs as well as be secure, not just be secure. What’s the answer? Productivity. What we do to protect ourselves, slows us down. Business requires the constant balance of what we consider to be acceptable risk with the need for productivity. In my opinion, agencies generally underestimate the value of the data they possess and therefore, underestimate risks.
